1980年5月光州事件以來，韓國在軍政府獨裁統治的道路上越走越遠。伴隨著民主人士此起彼伏的自由呼籲，政府對人權的壓製與踐踏也日益猖獗。位於首爾南營洞的秘密據點，曾帶給許多民主人士難以磨滅的慘痛回憶。1985年9月的一天，民主化運動人士金鍾泰（樸元尚 飾）被秘密逮捕，旋即投入南營洞。在這個陰森冰冷的所在，他被迫不眠不休寫下個人簡曆，還要時刻遭受審訊人員的拳打腳踢和人格侮辱。為了迫使金寫下偽造供詞，以刑訊專家李鬥煥（李慶榮 飾）為代表的一群冷酷男子，采用花樣百出的暴力手段，對金進行了長達二十多天的折磨。他們親手締造了一個民族最不堪回首的曆史……
本片根據真人真事改編。
