以煤炭為主要燃料的時代，國岡鐵造（岡田準一飾演）就預測到石油在未來的發展性，隨即於北九州展開石油生意。麵對國內業者與歐美石油巨頭的強硬阻撓，他毫不氣餒，更以有別於常規的想法和高度行動力，以及珍惜下屬的心，拓展出全新事業版圖；即使日本戰敗，鐵造堅毅的身姿也從未改變。不過，給日本人更大衝擊的那起「事件」終究發生！在遭遇石油巨頭的敵視、輸油路線遭到封鎖，根本無油可賣之時，鐵造做出一個瘋狂決定──將最後一艘巨大油船「日承丸」偷偷派遣至伊朗，想從伊朗直接輸入石油，而這個行動無異與支配伊朗的英國為敵。鐵造不顧下屬反對，麵對石油巨頭，開啟了艱難戰役。究竟日承丸能否躲開英國艦隊的眼目，順利返回日本？而鐵造又何以被人們稱之為「海賊」呢？
